I was sparring with my Shotokan sensei the other day and got in very close. She came in and I didn't back up or turn, and I through with an upper-rising elbow. I was so surprised it go through, at all let alone with an elbow. Jiffy is correct in that most sparring with Shotokan is going to be at at medium or larger distance. But we don't discount the close-range training...well in my dojo anyway.
go under stances and look for kekutso dachi, is it the way you do it? Did you mean kokutsu? If so, then no. For my system the rear leg is the same, but he front leg has the foot with toes pointing forward toward the opponent. 90% of the weight is on the rear leg.
In our own Shotokan dojo we learn it around 5th Kyu. It is part of a few of our katas as well, like Gankaku, Unsu, etc. so we do practice it, but not as much as I'd personally like.
Something else to consider is to take a good look at your own training. There are a lot of subtleties to many many techniques and you may be surprised to find that there are close quarter techniques peppered throughout your style.
I've worked on this by putting my feet up against the wall, and reading forward to touch the wall. I typically did that when I felt sick or dizzy. Much better than worrying about falling.

As I recall, Q is actually an elderly man in the books, which were written before the films. So it was normal for the original Q to be an older man, and he'd "grow" into the part. He was a father figure of sorts so it was necessary to have him be much older.
Most places aren't going to hire you for bouncing or security work if you're under 17...at least in my area anyway. But a friend of mine gained employment in a women's self defense program at one of our local gyms. He went on from there.
