Good 'App' Creating sites?

Hey all,

I am looking at creating an 'app' or application that can be used on all tablets (ie ipad) and smartphones.

And I am wondering if there are any good sites that can do that for me and that is free (that I can do myself)?

The idea of the app is so karate students can have a handy list of terminology that they can look up and learn different terms outside of class.

What do you all think?
