But then if someone says, for instance, that their a level two instructor in jeet kune do concepts, does this just mean they have certification to teach jeet kune do? And if anyone can answer this, then how does one obtain such a certification?

Then if you want to be “certified” you need to contact an organization and ask them what you need to do. When practicing Nunchaku, it is best not to stand under lights....seriously; I have broken more lights that way.
