Well I'm going to be learning shudokan karate from a 7th dan instructor name Morris Mack. His instructor was Walter Tood which I think was a 9th dan. So if I truly wanted to, could I learn the entire shudokan karate system from Morris Mack?

As far as I know usually people know all of the actual techniques when they hit 5th degree, and the degrees after that are given for dedication and improved proficiency. I guess you could call them "honorary". So I don't see why you couldn't learn it all.

(By the way, I was saying a lot of arts follow that pattern... I don't specifically know how Shudokan does things.)

Does anyone ever learn the "whole art?" Funakoshi stated shortly prior to his death that he was finally begining to understand Choku Zuki.

Well if I'm able to learn the whole thing during my life I guess so.
