I recently read a form of rank testing that rang a bell for me. Use an "hours practiced/trained" system with individualized evaluations from the instructor system.

No testing unless they want it, no time in grade, not contractual obligation to promote, test, etc.

The person has to accumulate a certain amount of hours in actual class and outside class practice/training. They have a log book to track it all and it is reviewed periodically by the instructor, periodically evaluated by the instructor outside normal class time and individually, etc.

In truth the actual hours spent in training/practice are far more important than just spending a set amount of time in grade type system or even the test system where individuality is removed for group dynamics, etc.
