Koreans probably tried to use all sorts of people to assasinate the S. Koreans. If you notice who their source was, Choi Jung Hwa, it doesn't exactly mean all that much. Choi Jung Hwa always had a problem with the N. Korean government using Gen. Choi and the ITF as a political tool. He was actually removed as Gen. Choi's successor because of his issues with NK. His "confession" seems to be more politically motivated than any else, especially given NK's 60th anniversary.
