I would actually argue that it most likely as more practitioners than the "world's most popular art", Tae Kwon Do. https://www.clearsilat.com

Perhaps because 90% of the time Tai-Chi is not taught in the context of, or for the purposes of combat. In many cases schools teaching Tai-Chi do not even teach the Push Hands aspect of the system. It is unfortunate but true that Tai-Chi was either intentionally or incidentally defanged over the years in China and elsewhere. Many Chinese I have spoken to directly have even denied (out of ignorance) that Tai-Chi was even intended to be used in combat, which is of course not so.
