If you are looking at submission, Judo would be better than JJJ!!

Another question: is there a rule in BJJ/submission competitions that prevents a person from being too slippery? What I mean is I sweat a lot! (although I'm out of shape and trying to change that, I still sweat from certain things) and I'm just curious to see if that would affect my training or not? I hope the question is clear because it's in my mind and it makes sense but it's hard for me to put it into words.

As long as it's natural, it's not a problem. Now if you were wiping vasoline on yourself, that would be illegal. Besides, if you're starting with Judo, you'll be wearing a gi anyway. Don't worry about it...just have fun.
