I would take good technique over flashy technique any day. Do the one you are most confident with and do it well.

I couldn't agree with you more on this point. Sometimes competitors will try to get by with just high, flashy kicks and flexibility. I'll take great stances and hand techniques with strong, chest to head level kicks over that any time.

In order to have a good form, everything has to fall in together.

Honestly, the last time I judged at a tournament ( quite awhile ago ) that is what I was looking for: low stances, power and aggression with good technique, minimal kiai's. I also watched closely the behavior of those waiting to compete. Were they sitting on the side and paying close attention and giving respect to other competitors, or were they off to the side laughing, joking, talking and being disrespectful to those competing. I find kata with alot of gymnastics looks nice, but is not effective. I do not purposefully mark them lower if their kata has the above mentioned, but usually they don't.

A great martial artist is one who is humble and respectful of others.

I don't worry so much about what they do before they perform, as many people get nervous, and have different ways of handling it. Usually, there is so much noise in building anyways, that it doesn't matter.

The forms I am used to seeing usually have just a few kihaps, and I listen to see if they have a good yell or a lame one. I don't see a lot of fancy forms, so I don't have to worry about judging them.
