I've recently begun a study of Tai Chi. I am a Goju practictioner. I got my hands on a great dvd by David Dorian-Ross, so I'm learning the 24 movement short form. can someone give background on how there came to be short and long forms?

I'm assuming you're talking about the yang style short form. I believe it was developed in the 1950's as a simplified and shortened version of the Yang Long Form(108 moves) for use as exercise and for use in competition. As it was shorter, it could be taught realitivly quickly to all skill and age levels.
