You can compete as soon as you start, however I think most people would recommend that you at least train for 1-2 months before you enter a tournament (unless you've had prior grappling experience such as wrestling or judo).

Tournaments are divided up by belts, weight divisions, and age, so if you were to go to a tournament, you'd fight against other white belts who were your weight and between 30-35 years of age.

We don't compete in jujitsu (we are a very small club, and what we do is illegal in tournies). But in most arts I have seen or studied, one to three months is ok to compete.
