You have to understand this discussion was taking place before the concept of having rigid style delineations and staying solely under one instructor or method of training took root on Okinawa. This was in the 1930s, right at the cusp of transition from "traditional karate" to "modern karate".

Gekisai Dai San was developed by Toguchi Sensei in collaboration with Miyagi Sensei as a further transition into the koryu katas.

It varies by school.

Goju Ryu doesn't have Gekisai dai san,how come if Miyagi Sensei developed it?

As I understand it, only one "branch" of Goju-Ryu does. I've seen the kata... it starts out like Seisan, with the 3 punches, does 2 step back low blocks, then it's basically Gekisai Dai Ni.

just based on number of posts you have, like yellow after 100 posts and so on, i remember somebody here was answering to any post no matter what to increase the number of posts like " i don't know what you talking about, but me too" but majorty of posts are really usefull and good enough to be read.
