right now i dont have a chi instructor and i was just wondering how often should i be meditating to make steady progress, also how to keep chi in areas, like i can start meditating and move tingling into my hands but i just tend to start losing focus on my hands then its reallly hard to get it back, also would it be a good idea to try and charge my hands and feet before and well im hitting my heavy bag? is this good practice?

I'm sure what you're doing can't hurt but cultivating energy really has a lot more to do with proper breathing and technique. My first suggestion would be to find a good Tai Chi or Chi Gong instructor. If you can't find that read some good books on Chi Gong but really you should seek out an instructor if you are hoping to really progress and understand how energy work can enhance your art.

The only two things that stand between an effective art and one that isn't are a tradition to draw knowledge from and the mind to practice it.

Obviously, books can never replace an instructor but two good Chi Kung books are:

The Art of Chi Kung by Wong Kiew Kit

Chi Kung for Health and Vitality by Wong Kiew Kit

Wong Kiew Kit also has a good book out about Tai Chi but I cannot remember the name of it. Hope this helps.

You need an instructor. Internal training can be bad for you if you do it wrong. Make sure to find someone good and learn from them. If you insist on doing it on your own, please do not try to "move" the qi around your body while meditation. Just let it happen naturally.
