The techniques in sumo are effective, unfortunately the traditional structure of the competitions of sumo tend to encourage pushing, instead of takedown (approximately 40% of matches end in someone being pushed out of the ring). Also, they do not practice finishing techniques, and thus suffer the same fate as wrestlers. Get them there, but then don't know what to do with them.

That is correct. But you are talking about de professional sumo championship in Japan, The Makkuchi Divison of sumo. The rest of the world gets to fight in the Amateur Championships. In those champiopships sumo as 'evolved' because the matches are influenced by wrestlers that practice others MA such as Judo, Sambo, BJJ, and others. Thats is why amateur sumo is very strong in takedowns.

yeah, pretty much what was said earlier - they are training for other sumo competitions. What happens to a pure bjj guy who enters mma now? nine times out of 10, he gets destroyed. does bjj suck? No, it's because the bjj guy isn't training for the venue he's fighting in. Put in mma guy in a sumo competition and see how he does...

Yokozuna = The highest position on the banzuke or official listing of rank, the yokozuna are often referred to as the living symbols of sumo.

Rikishi = Literally, "a gentleman of strength".
