It's a "free style" draw arm. The elbow locks to the side of your body and not the fist. In basics, then the draw arm fist comes all the way back to the side of your body. Both are just as effective, except less distance required - allows quicker recovery from techniques. It also minimizes exposure to your mid section when sparring.

It depends. In WKF competition you will see the full chamber of the hikite, and some judges will not award points if the hikite is not chambered. This sort of defeats one of the purposes, which was for the hikite to be the representation of pulling your opponenet into the technique.

That's a common discussion had by instructors of ALL styles. We often discuss the duality of having to teach students to chamber tightly when we teach them the technique, but at the same time... teaching them to keep their hands up when implementing it. Until the students get to be a little higher rank, they often have problems breaking the muscle memory associated with one task when performing the other.
