MichiganTKD
I call that technique the twisting kick, and I've never been a big fan of it. It just doesn't look or feel natural. I would never use it as a high kick, although I could see it as a low or middle kick in close for self defense. My nstructor has demonstrated it on me sitting down, so it has uses. I just think it doesn't make very good power. My opinion-Welcome to it.
KoreanTiger30
This kick was introduced in the blue belt curriculum in my Hapkido school. As long as you have the proper flexibility and snapping motion it can cause severe injury to the opponent. IT can be more effective thna snap kick or roundhouse in certia situations specificly in close combat scenarios. Versatality of this particular kick enables many practioners to strike with the ball of the foot or the instep depending on which part of the body you intend to strike. I know for one of my black belt testing breaks I had to use this kick to break a slab of concrete.
